State universities have grown to become monumental enterprises generating revenues of more than $124 billion a year in the sale and delivery of education and other services. They compete in a marketplace composed of private secular, nonsecular and for-profit higher education institutions. In addition, state universities in their own right engage in a number of traditionally for-profit "business" enterprises competing with the private sector. However, as the enterprise aspect of state universities grows; so too does the impact (...) of a unique competitive advantage enjoyed solely by state universities--that is, the ability of state universities to immune themselves from lawsuit in federal court under the guise of "sovereign immunity" for disputes arising under federal employment laws. Indeed, as a consequence of recent Supreme Court rulings, state agencies, including universities, are the only entities in the United States that are effectively exempt from the enforcement of federal employment laws in federal or state courts. This article reviews the condition of the "two faces" of the state university regarding federal employment law and the apparent new barriers to federal court access of employees to judicial review of employment disputes. Amid increasing demands from students and the public, universities have recently reinvigorated their efforts to increase the number of faculty from underrepresented populations. Although a myriad of piecemeal programs targeting individual recruitment and development have been piloted at several institutions, overall growth in faculty diversity remains almost negligible and highly localized. To bring about genuine change, we hypothesize a consortia approach that links individuals to hiring opportunities within a state university system might be more effective. Here we present (...) a case study describing the progress of the NSF-funded Alliances for Graduate Education and the Professoriate PROMISE Academy Alliance, a consortium within the University System of Maryland collaborating to develop, implement, self-study, evaluate, and disseminate a unique postdoc-to-faculty conversion model in the biomedical sciences. The initiative centers on diversifying faculty across five institutions in the USM, including teaching-focused institutions, comprehensive universities, research institutions, and professional schools. Components of this approach include enhanced recruiting and hiring practices to attract outstanding postdoctoral scholars from underrepresented backgrounds, multi-institutional networking and professional development, and facilitated processes to transition postdocs into tenure-track positions at their postdoctoral institution or another institution in the state system. This model is distinct from more deficit-based approaches because it goes beyond focusing on building the individual’s skills to enter the professoriate. This program restructures the traditionally short-term nature of postdoctoral employment and incorporates a pathway to a tenure-track professorship at the same institution or within the same statewide system where the postdoc is trained. This multi-institutional model leverages collaboration and distinct institutional strengths to create cross-institutional support, advocacy, and policy. Importantly, it uses a decentralized financial structure that makes this approach distinctly replicable. Recognizing the immediate need for more collaborative approaches to diversify faculty and a lack of literature about such approaches, this case study describes the development of, and potential benefits of, a state university system, as well as the qualitative lessons learned from self-study, internal evaluation, external evaluation, and NSF site visits. The AGEP PROMISE Academy can serve as a model for replication at other university systems hoping to diversify their faculty. (shrink)

There is a long history to the debate of nationalism. The Indian nationalism has emerged after a long people’s movement the truth to which is often denied by a range of forces who have ideological leanings towards the ideology of Hindutwa. This paper is an attempt to revisit the historical context in which Indian nationalism has emerged and evaluate it in reference to the contemporary time. It emphasizes on the relation between the nation and the state with special reference (...) to its impact on the universities. Further, the paper suggests that in order to uphold the idea of university and nation, an inclusive and secular idea of nation has to be espoused. Lastly, it suggests that a university needs to foster a non sectarian approach and broaden its vision for an internationalist outlook. (shrink)

The prospects of these contacts are determined by capabilities of joint development of the long-term research programs in comparative linguistics, sociolinguistics, cognitive linguistics, which can be implement as collective monographs, Ph.D. theses, textbooks of the Russian and the Bulgarian languages, dictionaries (including the multilingual dictionaries). Following the removal of fuel subsidy in Nigeria on 29th of May 2023, residents of Lagos State have witnessed a significant spike in cost of living. Incidentally, this has also turned into a serious challenge in the educational sector as this has affected the continued sustenance of the traditional mode of learning where students and lecturers meet on campus on a daily basis. Hence, the present research offers distance computer-assisted learning via Open and Distance Learning (ODL) as a complement (...) to traditional or conventional learning in tertiary institutions in Nigeria. Distance computer-assisted learning boasts mainly of synchronous, asynchronous or blended means of learning all of which have been used in the past to complement face-to-face interactions between lecturers and students of Lagos State University. It is on the basis of the economic inconveniences of fuel subsidy removal with the declaration of the three-day work week by the Lagos State University that this research proposes distance computer-assisted learning to mediate the gap created between lecturers and students of Lagos State University. However, the present research concerns with students’ readiness and awareness of this mode of learning. The methodology adopted for this research is quantitative analysis which involves the use of questionnaires offered to 380 students of Lagos State University in February 2024. The result shows that whereas students are willing to adopt distance computer-assisted learning, the challenges of power and telecommunications appear as serious challenges. It is the submission of this study that when the recommendations offered in this research are explored, ODL may serve as a complement to conventional learning. (shrink)

The creation of the University of Berlin in 1810 was the result of interaction between the state and philosophy, two human expressions whose relationship, at least since Socrates' death and Aristotle's exile, has tended to be problematical. That university, which became an important model for North American institutions of higher learning, was from the outset a state university; it was designed and run by the state, as opposed to what was previously the rule: institutions (...) dependent on the Church or princes. The bind, of course, is that this idea of a modern university, defined by its independence with regard to ecclesiastical and private interests, must henceforth depend on the state to guarantee its independence. This dilemma is already apparent in the philosophical ideas at work in the University of Berlin's early evolution. (shrink)

In January 2019 the Faculty of Philosophy of the Lomonosov Moscow State University held the round table “Problems of Consciousness: Research Opportunities.” It was dedicated to problems of interdisciplinary studies of consciousness. Many famous Russian specialists whose academic interests include consciousness, brain and mind took part in this event: K.V. Anokhin, D.I. Dubrovsky, T.V. Chernigovskaya, M.A. Piradov, A.A. Potapov, V.Y. Sergin, V.V. Vasil’ev, Z.A. Zorina and others. At the round table, the following problems were discussed: the specificity of (...) consciousness problem, its relevance in various academic disciplines, contemporary research possibilities for consciousness studies to solve the problems that specialists actually face. Much attention was paid to the problems of neurobiology, empirical research of consciousness. Nonetheless, participants showed in their speeches that the problem of consciousness is also a philosophical problem. Hence it requires thoughtful consideration of philosophers. Participants decided that to progress in solving this problem researches from various disciplines have to cooperate. (shrink)

The abrupt shift in learning mode demands students to adjust from the comfort of their homes, as well as the challenges of face-to-face learning. As a result, as the pandemic fades, institutions in the Philippines have begun to reopen their doors to students. Hence, this study employed a correlational design to investigate the relationship between procrastination and academic burnout among 150 first-year college students in a state university. Based on the statistical analysis, the r coefficient of 0.67 indicates (...) a moderate positive correlation between the variables. The p-value of 0.00, which is less than 0.05, leads to the decision to reject the null hypothesis. Hence, a significant relationship exists between procrastination and academic burnout among first-year college students. Implications and recommendations were discussed in the study. (shrink)

This qualitative study investigates the educational background and fields of expertise of faculty members in English translation programs at the bachelor's degree level in state universities of Türkiye. Despite the prevalence of these programs across Turkish universities, a discrepancy emerges between the faculty members' doctoral qualifications and the specialized field of Translation Studies. The research aims to reveal the academic landscape of these programs by examining the doctoral disciplines of faculty members, utilizing data primarily sourced from the YÖK (Council (...) of Higher Education) Atlas Database and the YÖK (Council of Higher Education) Academic Database. When information is unavailable in the database above, university websites serve as supplementary data sources. This methodological approach enables a comprehensive analysis of the extent to which academic program qualifications align with the field of Translation Studies. Preliminary findings indicate a significant underrepresentation of faculty with doctoral degrees in Translation Studies, suggesting a potential misalignment between program expertise and the specialized training needs of translation programs. This study underscores the crucial link between the program's field-specific expertise and the quality of training, highlighting the need for policy interventions aimed at bolstering the recruitment and development of academically qualified faculty in the discipline of Translation Studies. The implications of this research extend beyond academia, informing policymakers and educational administrators about the importance of aligning educational offerings with program qualifications to enhance the educational outcomes of translation programs in Türkiye. The study investigated the influence of campus environmental factors on job commitments. The research design was quantitative descriptive sample survey of ex-post facto type while the population includes both male and female senior non-teaching staff of Olabisi Onabanjo University, Ogun State. Multi-stage sampling technique was used in choosing 200 participants selected from nine faculties and one college. A structured and close-ended questionnaire titled ‘Campus Environmental Factors and Job Commitment Questionnaire’ with reliability co-efficient of 0.85 obtained through Cronbach alpha (...) methods was administered. 170 were retrieved from the 200 instruments administered. Data were analysed using frequency count, simple percentage, Pearson Correlation, and t test of significance. The study demonstrated a significant positive influence of campus environmental factors on job commitments of staff in the university. Useful recommendations were also raised. (shrink)

Johann August Schlettwein established a reputation during the later eighteenth century as Germany's foremost Physiocrat. Schlettwein's primarily literary reputation was lent authority by his direct participation in two practical Physiocratic experiments: the Markgraf of Baden's trial introduction of a single tax during the the early 1770s, and the creation of an Economic Faculty at the University of Giessen as part of a general financial reform in the state of Hessen-Darmstadt. It is this latter case which will be examined (...) here, where university reform was assigned an important role in the general reconstruction of state finances. But why should the reformers in Darmstadt have lighted upon a maverick figure such as Schlettwein to lead a Faculty which was in turn assigned a leading role in the reform of their state university? And given the apparent failure of Schlettwein to fulfil the hopes placed in him, to what can we attribute his generally lacklustre performance in Giessen? While the first of these questions can be fairly readily answered by considering the choices facing the state government, the second problem is more open: a number of possibilities suggest themselves. The fact that Physiocratic principles conflicted sharply with those governing cameralistic teaching in the German university could have been a significant obstacle; or it could have been that the role assigned to Schlettwein proved impossible, caught between the agenda of Physiocratic reform and that of the state government; or it might of course be that Schlettwein bore personally the major share of the blame. The Physiocratic programme was sweeping in its ambitions; but where it was put into practice (in Baden), or was lent an academic platform (in Giessen), it failed. By examining the reasons behind the failure in Gie?en we can perhaps learn something more of the scope of Physiocracy as a programme of reform in the eighteenth century and thence, indirectly, about the contemporary reception of Physiocratic ideas. I was sitting on the second-story deck of our house in Buffalo, New York, at age five, spellbound by the dancing shadows of the big apple tree. Shimmering leaves, light and dark changing by the second—alive, dynamic, radiant, and mesmerizing. Across the afternoon the light shifted, the sun dropping lower in the sky. Some big pattern penetrated my young consciousness. What was it?As I dressed for Easter Sunday and dutifully attended Methodist Sunday school, I didn't connect this social activity with the mystery I'd encountered. But when we drove across the country to move to Portland, Oregon, there it was again... the Rocky Mountains! Big, splendid space on a scale way beyond anything I'd ever known. A magnificent landscape, mountains of such measure I could not even comprehend what I was seeing. Despite the barbs of family squabbles, something really big entered my nine-year-old mind.For the next seven years we attended Unitarian-Universalist churches, first the big downtown church and then a small local fellowship. I sang in the adult choir downtown, getting myself to practice by bus in a proud, independent sort of way. Then in high school I played the piano for fellowship services and enjoyed my role in setting a reflective mood for others. The adults engaged in worthwhile discussions; our youth group visited various world religious temples for field trips. I especially enjoyed the dark, smoky mystery of the Greek Orthodox Church and its undecipherable chants.At Oberlin College, music was my spiritual companion. I had the good fortune to sing in an excellent choir under the demanding leadership of Robert Fountain, a protégé of Robert Shaw.We took up difficult Bach cantatas, eerie twelve-tone Schoenberg, and tender Ravel vignettes. We practiced five hours a week, including two hours every Saturday, and we were expected to memorize everything we sang. Each spring break we performed on tour, a concert each night, traveling by bus across Midwest and North Atlantic states. Modern standard big bang cosmology was preceded by a 15-year controversy with the rival steady-state theory of the universe. At a time when cosmologically relevant observations were scarce and cosmology was widely regarded as an immature science, or not a science at all, much of the debate took place by means of arguments that were essentially philosophical. Remarkably, professional philosophers, including some of the key figures of Anglo-American philosophy of science, took an active part in the debate; no less (...) remarkably, the involved astronomers and physicists sometimes listened to them. This article reviews the controversy over the steady-state theory as seen from the perspective of contemporary philosophy of science and offers an appraisal of how and to what extent philosophers and scientists entered a dialogue. -/- . Irigaray raises the question of sexual difference. Yet there are moments at which Irigaray’s own pursuit of this question recapitulates the kind of universalism it is meant to combat. She remains ensconced in judgments that close down the attempt to think beyond sexual difference. The article pursues this line of thought particularly in relation to her figuring of Antigone, suggesting that there is a need to open up sexual difference so that it does not function as a universal discourse, but (...) is open to other kinds of difference, for example, racial difference. In this paper, I argue that medical school admissions should be limited to statistically relevant factors. My argument rests primarily on three assumptions. A state professional school should maximize production. If a state professional school should maximize production, then it should maximize production per student. If a state professional school should maximize production per student, then, within the optimum budget, a state medical school should maximize quality-adjusted medical services per graduate. I put forth a tentative equation (...) for ranking applicants as a way of maximizing quality-adjusted medical services per graduate. This way of ranking is cheaper than the way admissions is currently done. Hence, the proposal is practically as well as theoretically appealing. (shrink)

Doctoral programs at U.S. universities play a critical role in the development of human resources both in the United States and abroad. This volume reports the results of an extensive study of U.S. research-doctorate programs in five broad fields: physical sciences and mathematics, engineering, social and behavioral sciences, biological sciences, and the humanities. Research-Doctorate Programs in the United States documents changes that have taken place in the size, structure, and quality of doctoral education since the widely used 1982 editions. This (...) update provides selected information on nearly 4,000 doctoral programs in 41 subdisciplines at 274 doctorate-granting institutions. This volume also reports the results of the National Survey of Graduate Faculty, which polled a sample of faculty for their views on the scholarly quality of program faculty and the effectiveness of doctoral programs in preparing research scholars/scientists.
